The Premier League has rejected the plan to keep with the current substitution rules after they were changed due to the COVID-19 pandemic. The rules will be reverted to the older rules.
The Premier League clubs have rejected the plan to stick with the current substitution rules made to help with project restart.
The current sub rules allow teams to name nine players on the bench and five substitutions allowed in three different intervals to help rectify the three-month hiatus from the COVID-19 lockdown.
The rules will be reverting to the original ones with only three subs allowed per game and seven players to be named on the bench. A majority of the clubs voted against the five sub plan, with a 10-10 tie on the proposal to stick with the larger bench.
For the sake of the residual competitive balance of the Premier League, the 20 clubs need to throw out the five subs rule today. It weakens those clubs with less depth to squads and disrupts game's flow. (Original reason was right, protecting players immediately post-lockdown).

While the top half of the league backed Chelsea proposals to continue to allow five substitutes from a bench of nine, they fell well short of the required two thirds majority. Instead, the opposition to the proposal, led by Aston Villa, was joined by the teams in the lower half of the table.
Under League rules, 14 votes must be in favour of any rule change for it to be adopted and the outcome shows how things have changed in the past two months.
When Chelsea initially proposed both rules in June, they were both passed by 16 votes to four.

Premier League clubs will go back to just three subs and matchday squads will return to 18, as they were before Project Restart after Premier League clubs voted against being able to use five substitutions in a game.

But Villa boss Dean Smith's public comments and claims that having more options benefitted the Big Six in particular appears to have struck a chord with other clubs, including those who initially backed the proposals.
